It goes back to historical superstitions and traditions. Halloween, the holiday that celebrates frightening things, was supposedly the night of the year the spirit world and the world of the living were open to each other. So people would dress up as ghosts and demons so the real ghosts and demons wouldn't haunt them on that night.

I'm not sure what the candy has to do with anything, but I quite like candy so I don't care.
