I think 'decent friends' is the least level of friendship one can attain, yes.

If you go that way, be sure to keep an eye out for rare Pokemon.

We've been heading in that direction. I'm fairly certain we can see it in the distance.

[He's somehow hiding that bad taste in his mouth. Rare Pokémon. Right.]

We did. I'd heard there were Pokemon that didn't come out often, so we decided to go looking for them.
